Dear Homeowners,

I would like to remind you of other issues that bear repeating.

  1. Leash law: The Duval County leash law requires that all cats and dogs be on a leash when they are off of their owners’ property. I would also like to take this opportunity to remind all pet owners that they are responsible for cleaning up after their pets. Make it a habit to take a plastic bag with you on your walks and use it to pick up whatever mess your pet might make.
  2. Atterations to your Home / Yard: If you want to do anything that changes the exterior appearance of your home you must first submit to the Architectural Review Board (ARB) for approval. Fences, pools, screen enclosures, wooden play sets, are just some, but not all of the improvements that must have ARB approval before installation.
  3. Basketball hoops: Please remember to put away such toys as basketball hoops, bicycles and wagons. Basketball goals cannot be permanently kept on the street. They can be kept on driveways. If you keep the goal so that children are playing in the street you could possibly be liable if an accident were to occur.
  4. Retention ponds: The retention ponds in Waterleaf are shared by all and you should not put anything in the lake. Grass clippings, yard waste, or debris in general do not belong in the lake as they float all over the neighborhood and make the ponds look trashy. It is illegal to pipe irrigation out of the pont. All infractions will be reported to St. Johns River Water. Help us keep your ponds clean.
  5. Trashcans: Trashcans are a lot like underwear, everybody has them but no one really wants to see them. With this in mind please, insure that your trashcans are stored out of sight except on trash days. You can put your trashcans out at 6 PM on the night before pick up. Please put them away promptly after they have been emptied.
  6. Illegal dumping in the pool dumpster: The dumpster at the pool is only for refuse from the pool area. Please do not put household trash or large items such as mattresses in the pool dumpster. Misuse requires more frequent dumping charges, and higher costs are ultimately passed on to homeowners in the form of higher association dues.
  7. Parking: For the safety of the children and as a courtesy to your neighbors we ask everyone's cooperation to please refrain from consistently parking vehicles on public roads and right of ways. It becomes a public safety issue if emergency vehicles cannot negotiate around the parked vehicles. This is a serious concern for so many or your neighbors and we urge everyone to cooperate.
  8. Pool access and guest policy: The procedure for pool access requires all residents to sign in with the pool attendant or security officer, when one is on duty. Individuals must present their pool card for admittance to the pool. All guests and children must be accompanied by an adult resident. Guests are limited to 2 per family (exception for pre-approved parties with damage deposits held by the Management Company.) The Association will strictly enforce these policies to eliminate unauthorized use of the pool and vandalism in the pool area. (The number of guests has been reduced to 2 per family to reduce overcrowding.)
  9. Violation letters / Non-compliance issues: I believe most non-compliance issues necessitating violation letters are the result of residents not being familiar with the deed restrictions of the community. While the Covenants and Restrictions is a lengthy document (see link to recorded document on Covenants and Guidelines page on this website), if all residents would take a moment to become familiar with just a few sections, it would vastly decrease the number of violations we presently have.

We don't like to send violation notices, but we have a responsibility to all homeowners to enforce the codes. With everyone's cooperation we can make Waterleaf an even nicer community in which to live.
